The display control board.

A Café CYE22UP2MDS1 French door refrigerator in Tampa was still cooling, but the dispenser gave no water and no ice, and there was a buzzing sound from inside.

The technician found the dispenser control panel completely unresponsive. No button or touch input did anything, which points to the display control board rather than the water valve or ice maker. The buzzing came from the fresh food fan motor. He replaced the display control board and the fan motor.

Dispenser dead but the fridge is cold?

Check the control lock first. Most Café and GE models have a lock button that disables the dispenser, and it is easy to press by accident. If the screen does not react to anything at all, the board is the likely cause.
